This bill would permit Continuing Care Retirement Communities (CCRCs) to adopt written cybersecurity policies and self-certify that such policies are not inconsistent with the goals of the cybersecurity regulations promulgated by the Department of Financial Services (DFS) in 2017. LeadingAge NY supports this legislation.

LeadingAge New York strongly opposes A.10840/S.8835, which narrows the scope of important protections under the Emergency or Disaster Treatment Protection Act. This bill would subject providers to liability for good faith actions taken under crisis conditions to prevent transmission of the virus, to arrange for care, and to deliver care to non-COVID patients. 

This legislation is intended to require nursing homes to prepare an annual pandemic emergency plan. 

This legislation adds the record of each home care worker's required annual in-service training to the Home Care Worker Registry, helping to expedite the hiring process of new home care workers. 

LeadingAge NY Opposes this bill which strengthens obligations to report abuse of nursing home residents, establishes independent quality monitoring of written corrective action plans, requires disclosure of any co-owners or contractors with familial ties to the operator and limits debt obligations.

Increase the State portion of the Supplemental Security Income (SSI) Congregate Care Level 3 rate to enable ACFs to continue to care for SSI recipients.

Amends the Public Health Law’s definition of "eligible applicant" for certification as a Managed Long Term Care (MLTC) plan to require eligible insurers and health maintenance organizations to be not-for-profit. An exception would recognize entities already certified.

LeadingAge NY opposes this legislation which imposes public works “prevailing wage” requirements on most types of private sector projects receiving any level of financial support from state or local entities, including bond issuances, grants, tax abatements and other government assistance.
