LeadingAge NY Successfully Opposes Bills That Imposed Duplicative and Unnecessary Requirements

(UPDATED Dec. 30, 2024) Governor Hochul recently vetoed several bills that LeadingAge NY opposed based on their imposition of duplicative and/or burdensome administrative requirements. These included bills that would have imposed new and duplicative pressure ulcer program requirements, authority to appoint temporary operators of nursing homes, additional requirements for nursing home closure plans, and expansion of potential claims for wrongful death. 

During the 2024 Legislative Session, LeadingAge NY tracked over 1,000 bills and deemed over 140 of those to be a “priority” based on their movement and potential impact or relevance to our membership. Approximately 13 top-priority bills were passed by both houses of the Legislature, and over the last several months, batches of bills were delivered to the Governor for final action requiring each bill to be approved, vetoed, or approved with additional chapter amendments.

UPDATE: All bills that LeadingAge NY deemed a priority in 2024 and were passed by both houses have now been acted upon by the Governor. Of the 13 priority bills passed by the Legislature, LeadingAge NY supported 6 and opposed 7. LeadingAge NY sent letters of support or opposition on all bills deemed to be most relevant to members. In the end, only one bill that LeadingAge NY opposed was signed by the Governor: a bill that relates to the public posting of Centers for Medicare and Medicaid Services (CMS) Five-Star ratings (A.2188/S.3498). All other bills were successfully opposed, and several positive measures were approved.

Please find below a review of executive actions taken on the priority bills that were passed by the Legislature and that LeadingAge NY advocated on in 2024. As a reminder, LeadingAge NY posted a complete end-of-session bill summary in June reviewing all of the bills that were passed by the Legislature in 2024, as well as dozens of bills that were not passed. Please note that the bills that did not pass in 2024, or were otherwise vetoed by the Governor, could be back again for potential passage in the 2025 Legislative Session beginning on Wed., Jan. 8th.
