Support CCRC Revitalization Legislation

Continuing Care Retirement Communities (CCRCs) are an innovative model that provide a full range of services under one contract – including independent housing, assisted living, and nursing home care – and allow residents to remain in the community as their needs change. New York’s vibrant CCRCs are proven economic drivers for local communities and encourage older adults to engage and invest in their long-term housing and care needs rather than becoming reliant on Medicaid-funded services.

Despite the benefits of this model, State oversight has become a barrier to the efficient operation, expansion and development of CCRCs. To date, there are only 14 CCRCs in New York State, as compared to neighboring states: Pennsylvania (197), New Jersey (27), and Massachusetts (31).

The Legislature should pass legislation to consolidate oversight of CCRCs and eliminate various other barriers to the development, expansion, and efficient operation of these communities for the benefit of current and future residents and the State.
