Extend Implementation Timeframe of ALR Quality Reporting!

LeadingAge NY supports the goal of A.5790-B (Paulin)/S.8865 (Cleare), but has significant concerns regarding the timeframes and implementation dates set forth by the legislation. The bill would require assisted living residences (ALRs), special needs assisted living residences (SNALRs), and enhanced assisted living residences (EALRs) to report annually on quality measures to be established by the Department of Health (DOH) in consultation with sector and consumer representatives.

While LeadingAge NY is supportive of the intent of this bill, the timeframes established by the legislation do not provide the State or stakeholders sufficient time to implement a new quality reporting system that truly serves consumers. This is why we are urging Governor Hochul to extend the bill’s timeframes by one year.

As currently drafted, the bill would require providers to post and submit in a standardized way certain data to DOH beginning on Oct. 1, 2024. Quality measures would need to be developed and reported by Jan. 15, 2025, with DOH reporting them out publicly by the end of the month. At this juncture, this is not enough time to gather the valuable stakeholder and consumer input necessary to inform an ALR quality measure system that is both beneficial to consumers and practical for providers.
