ICD-10 and OASIS Updates
The first update, in the July 2014 New York State Medicaid Update, page 14, announced that eMedNY as of July 28 opened the Provider Testing Environment for submitters to begin testing Medicaid claims with ICD-10 diagnosis codes. When submitting the test claims with ICD-10 codes, submitters must use a date of service of July 1, 2014 or any date of service up to date of the test submission.
In the second update, The Centers for Medicare and Medicaid Services (CMS) posted that on Sept. 3 they will conduct a webinar for all State Survey Agencies and Regional Office staff, as well as Home Health Agency (HHA) providers because it was determined that the ICD-10 delay will have an impact on the Home Health Quality Reporting Program and more specifically on the implementation of OASIS-C1.
A new version of the OASIS data items set (i.e. OASIS-C1) has been scheduled for implementation on Oct. 1, 2014. However, five data items contained in OASIS-C1 require the use ICD-10 codes. In light of the fact that ICD-10 has been delayed until at least Oct. 1, 2015, CMS has determined that it is necessary to make interim changes to the OASIS-C1 data items set and also the process for the reporting of OASIS-C1 data. The memo outlines the summary of changes CMS will be making in the Home Health Quality Reporting Program as it pertains to OASIS-CI implementation, conversion to assessment submission and processing system and payment grouper updates.
