State Transitions MLTC Enrollees to MAS Transportation; Plans No Longer Providing Transportation in MLTC Benefit
As LeadingAge NY members are aware, March 1st was the start date for the carve-out of the Medicaid non-emergency transportation benefit from Managed Long Term Care (MLTC). MLTC enrollees will now receive transportation services from Medical Answering Service (MAS) and be responsible for contacting MAS to arrange their transportation trips to medical providers. Standing orders will continue to be arranged by providers.
LeadingAge NY asks both providers and plans to reach out with concerns and questions regarding the transition. We have been hearing from plans that the transition is especially difficult for MLTC members to navigate.
The Department of Health (DOH) Office of Health Insurance Programs (OHIP) and DOH Medicaid Transportation issued guidance to MLTC plans regarding the impact of the MAS transition on adult day health care (ADHC) programs. Method 1 ADHC programs (those that currently arrange and bill for most of their registrant transportation) will transition MLTC registrants to their own vendors and bill fee-for-service (FFS) starting March 1st. Method 1 programs having difficulty transitioning large groups of registrants to FFS billing and new vendors may reach out to the Department to seek an extension and support during this process.
Method 2 ADHC programs (those already working with MAS to arrange registrant transportation) will have their MLTC registrants move to MAS on March 1st.
