Call to Action – Join Us for ADHC Advocacy
(March 4, 2025) The Adult Day Health Care Council (ADHCC) is actively lobbying the Legislature on several issues to assist adult day health care (ADHC) programs in continuing to rebuild and reopen their programs. Only 60 of the 116 actively licensed ADHC programs have reopened since ordered to close in March 2020 due to COVID-19. ADHC programs were one of the only health care provider settings ordered to close during the pandemic.
ADHC programs and staff are encouraged to reach out to their legislators to set up virtual or district meetings to discuss the current landscape of ADHC and advocate for the following three priority issues:
- Update the ADHC Medicaid rate to 65 percent of an ADHC program's sponsoring nursing home rate.
- Restore the 15 percent in cuts made to the capital rate of nursing homes and their ADHC programs in 2020 and 2024.
- Update Method 1 Medicaid transportation rates so that ADHC programs that have their own fleets or directly contract with transportation vendors can do so with a reasonable Medicaid rate.
ADHCC's issue brief is available here.
In addition to lobbying, we urge programs and staff members to contact their Senators and Assemblymembers using this action alert.
Programs needing assistance in connecting with their Senators or Assemblymembers can contact Meg Everett, meverett@leadingageny.org, 518-867-8871.
