ADHCC Advocates for Increased Medicaid Rate and Additional Support for Programs

(March 3, 2026) Members of the Adult Day Health Care Council (ADHCC) met with legislators in person in Albany last week, and continue to meet with legislators and staff virtually, to share our concerns regarding access to adult day health care (ADHC) and the need for funding and adequate Medicaid reimbursement.

Members can see ADHCC's advocacy brief here, which requests the following:

  • An ADHC Medicaid reimbursement rate set at 65% of the sponsoring nursing home rate;
  • Support for the Executive's proposed funding for nursing home and hospitals and the inclusion of ADHCs, as they are the community program of the nursing home;
  • Support for certified nurse aides to become certified medication aides in the nursing home, which would authorize them to pass routine medications under the supervision of a nurse;
  • Support for full restoration of the nursing home capital rate cut, which also impacts ADHC programs.

In addition, please see ADHCC's ADHC Program Map, which identifies the limited access New Yorkers have to ADHC caused by COVID-19 program closures.
