DataPoint: Detailed, Interactive Medicaid Utilization
Salient, the contractor that develops user interfaces with Medicaid data warehouse data, and the Department of Health (DOH) have developed a series of dashboards that are now available for public use on a dedicated website. These dashboards afford users interactive views of Medicaid enrollment and utilization data from 2011 to current and allow users to filter data by region, county or zip code. Although developed specifically for DSRIP project planning purposes, the dashboards are useful for anyone seeking to better understand service use in the Medicaid program and provide more information than the Medicaid utilization reports previously posted with DSRIP resources.
On the DSRIP Dashboards page providers will find two separate sets of dashboards as well as user tools. To introduce users to the functionality and available data, DOH has posted a 25-minute introductory webinar as well as a five-minute tutorial. Data will be updated monthly and DOH has a dedicated e-mail address to provide user support. The associated glossary and data descriptions should be considered mandatory reading for anyone seeking to use the data in meaningful ways.
The first set of dashboards are meant to assist in provider network development and, as such, focus on who provides what Medicaid services and where. These tools provide unique Medicaid recipient counts by service along with service volume measures and include information on providers and services used by managed care plans. Long term care data such as nursing home utilization and counts of individuals receiving home health services is included. Data can be filtered by county and zip code.
The second set of dashboards focus on emergency room, primary care and inpatient admission use rates. Users may compare geographic areas and graph trends over time. The dashboard set allows users to filter by age as well as Medicaid enrollment type (i.e., fee-for-service vs. managed care). All of the data is exportable and enhanced with charts and graphs.
